How do agents with limited cognitive capacities flourish in informationally impoverished or unexpected circumstances? Aristotle argued that human flourishing emerged from knowing about the world and our place within it. If he is right, then the virtuous processes that produce knowledge, best explain flourishing. Influenced by Aristotle, virtue epistemology defends an analysis of knowledge where beliefs are evaluated for their truth and the intellectual virtue or competences relied on in their creation. However, human flourishing may emerge from how degrees of (...) ignorance are managed in an uncertain world. Perhaps decision-making in the shadow of knowledge best explains human wellbeing—a Bayesian approach? In this dissertation I argue that a hybrid of virtue and Bayesian epistemologies explains human flourishing—what I term homeostatic epistemology. Homeostatic epistemology supposes that an agent has a rational credence p when p is the product of reliable processes aligned with the norms of probability theory; whereas an agent knows that p when a rational credence p is the product of reliable processes such that: 1) p meets some relevant threshold for belief, 2) p coheres with a satisficing set of relevant beliefs and, 3) the relevant set of beliefs is coordinated appropriately to meet the integrated aims of the agent. Homeostatic epistemology recognizes that justificatory relationships between beliefs are constantly changing to combat uncertainties and to take advantage of predictable circumstances. Contrary to holism, justification is built up and broken down across limited sets like the anabolic and catabolic processes that maintain homeostasis in the cells, organs and systems of the body. It is the coordination of choristic sets of reliably produced beliefs that create the greatest flourishing given the limitations inherent in the situated agent. (shrink)

Australia commits to Article 36 reviews of all new means and method of warfare to ensure weapons and weapons systems are operated within acceptable systems of control. Additionally, Australia has undergone significant reviews of the risks of AI to human rights and within intelligence organisations and has committed to producing ethics guidelines (...) and frameworks in Security and Defence. Australia is committed to OECD’s values-based principles for the responsible stewardship of trustworthy AI as well as adopting a set of National AI ethics principles. While Australia has not adopted an AI governance framework specifically for Defence; Defence Science has published ‘A Method for Ethical AI in Defence’ (MEAID) technical report which includes a framework and pragmatic tools for managing ethical and legal risks for military applications of AI. Humans and artificial intelligences (AI) will increasingly participate digitally and physically in conflicts yet there is a lack of trusted communications across agents and platforms. For example, humans in disasters and conflict already use messaging and social media to share information, however, international humanitarian relief organisations treat this information as unverifiable and untrustworthy. AI may reduce the ‘fog-of-war’ and improve outcomes, however current AI implementations are often brittle, have a narrow scope of application and wide ethical risks. Meanwhile, human error (...) causes significant civilian harms even by combatants committed to complying with international humanitarian law. AI offers an opportunity to help reduce the tragedy of war and better deliver humanitarian aid to those who need it. However, to be successful, these systems must be trusted by humans and their information systems, overcoming flawed information flows in conflict and disaster zones that continue to be marked by intermittent communications, poor situation awareness, mistrust and human errors. In this paper, we consider the integration of a communications protocol (the ‘Whiteflag protocol’), distributed ledger technology, and information fusion with artificial intelligence (AI), to improve conflict communications called “Protected Assurance Understanding Situation & Entities” PAUSE. Such a trusted human-AI communication network could provide accountable information exchange regarding protected entities, critical infrastructure; humanitarian signals and status updates for humans and machines in conflicts. Trust-based information fusion provides resource-efficient use of diverse data sources to increase the reliability of reports. AI can be used to catch human mistakes and complement human decision making, while human judgment can direct and override AI recommendations. We examine several case studies for the integration of these technologies into a trusted human-AI network for humanitarian benefit including mapping a conflict zone with civilians and combatants in real time, preparation to avoid incidents and using the network to manage misinformation. The Barcan formula (BF) is commonly paraphrased as the schematic conditional that if it is possible that there be a phi then something or other is possibly a phi. It is validated by the most straightforward systems of quantified modal logic. It is also widely considered to pose a threat to the commonsensical metaphysical view that there are no non-actual (or ‘merely possible’) things. I show how BF can be cleared of such a charge by construing it as a bridge (...) principle connecting modality de dicto and modality de re while retaining a Russellian robust sense of reality in modal matters. Most descriptions of higher-order vagueness in terms of traditional modal logic generate so-called higher-order vagueness paradoxes. The one that doesn't is problematic otherwise. Consequently, the present trend is toward more complex, non-standard theories. However, there is no need for this.In this paper I introduce a theory of higher-order vagueness that is paradox-free and can be expressed in the first-order extension of a normal modal system that is complete with respect to single-domain Kripke-frame semantics. This is the system QS4M+BF+FIN. It corresponds (...) to the class of transitive, reflexive and final frames. With borderlineness defined logically as usual, it then follows that something is borderline precisely when it is higher-order borderline, and that a predicate is vague precisely when it is higher-order vague.Like Williamson's, the theory proposed here has no clear borderline cases in Sorites sequences. I argue that objections that there must be clear borderline cases ensue from the confusion of two notions of borderlineness—one associated with genuine higher-order vagueness, the other employed to sort objects into categories—and that the higher-order vagueness paradoxes result from superimposing the second notion onto the first. In this thesis we present two logical systems, $\bf MP$ and $\MP$, for the purpose of reasoning about knowledge and effort. These logical systems will be interpreted in a spatial context and therefore, the abstract concepts of knowledge and effort will be defined by concrete mathematical concepts.

Pace Necessitism – roughly, the view that existence is not contingent – essential properties provide necessary conditions for the existence of objects. Sufficiency properties, by contrast, provide sufficient conditions, and individual essences provide necessary and sufficient conditions. This paper explains how these kinds of properties can be used to illuminate the ontological status of merely possible objects and to construct a respectable possibilist ontology. The paper also reviews two points of interaction between essentialism and modal logic. First, we will briefly (...) see the challenge that arises against S4 from flexible essential properties; as well as the moves available to block it. After this, the emphasis is put on the Barcan Formula (BF), and on why it is problematic for essentialists. As we will see, Necessitism can accommodate both (BF) and essential properties. What necessitists cannot do at the same time is to continue to understanding essential properties as providing necessary conditions for the existence of individuals; against what might be for some a truism. Phrase structure trees have a hierarchical structure. In many subjects, most notably in {\bf taxonomy} such tree structures have been studied using ultrametrics. Here syntactical hierarchical phrase trees are subject to a similar analysis, which is much simpler as the branching structure is more readily discernible and switched. The occurrence of hierarchical structure elsewhere in linguistics is mentioned. The phrase tree can be represented by a matrix and the elements of the matrix can be represented by triangles. The height at (...) which branching occurs is not prescribed in previous syntactic models, but it is by using the ultrametric matrix. In other words the ultrametric approach gives a complete description of phrase trees, unlike previous approaches. The ambiguity of which branching height to choose, is resolved by postulating that branching occurs at the lowest height available. An ultrametric produces a measure of the complexity of sentences: presumably the complexity of sentences increases as a language is acquired so that this can be tested. All ultrametric triangles are equilateral or isosceles. Here it is shown that \={X} structure implies that there are no equilateral triangles. Restricting attention to simple syntax a minimum ultrametric distance between lexical categories is calculated. A matrix constructed from this ultrametric distance is shown to be different than the matrix obtained from features. It is shown that the definition of {\sc c-command} can be replaced by an equivalent ultrametric definition. The new definition invokes a minimum distance between nodes and this is more aesthetically satisfying than previous varieties of definitions. From the new definition of {\sc c-command} follows a new definition of of the central notion in syntax namely {\sc government}. (shrink)

Abstract: malaria is one of the most frequent hemoparasitic infections in tropical and sub-tropical countries. Malaria in Sudan is the major public health problem. This study was aimed to investigate the association of intraleukocytic pigment with malaria infection (severity, diagnosis and prognosis), and to investigate the correlation of parasite density levels with Malaria Severity. A total of 176 participants was drawn from the population of sudanese patient above 5 years, who attended or were admitted to the Bashayer Hospital, with diagnosis (...) suggestive of malaria, they were selected for inclusion in the study. Blood films were examined first for malaria parasites diagnosis ,this was followed by detection of malaria pigment in both negative and positive films.Then Immunochromatography test was done, Subsequently haemoglobin concentration was determined. This study was approves that malaria pigment in peripheral blood leukocytes is evident for malaria disease , and makes the method of pigment determination appropriate and useful in malaria diagnosis, especially in patients with an illness consistent clinically with malaria but with negative blood smear due to haemolytic anaemia .A total of 176, 73 male and 103 female aged from 7 years to 69 years , drawn to Bashayer hospital with symptoms of malaria showed ICT positive result .Blood films were positive in 98(55.7%) and negative in 78 (44.3%) of patients . Malaria pigment was observed with the mean (22.07). There was an association between ICT and malaria pigment (P-value = 0.000).There was no association between BF and malaria pigment ( P-value = 0.40).This study also approved that malaria pigment can be used in prognosis, were thirty five patient showed complications(19.9%) and 141 showed no complication(80.1%) ,there was association between complications and malaria pigment ( P-value = 0.004) .This study also validates the presence of malaria pigment in leukocyte as a marker for disease severity, there was association between severity and malaria pigment (P-value = 0.02). While there is no association between density and severity (P-value = 0.980). So we conclued, intraleukocytic malaria pigment produced by parasites during intra erythrocytic development is associated with severe disease, mortality and it is a useful diagnostic indicator in anaemic patients with negative blood smears. The varied complexities of the current diagnostic methods make the method of pigment determination appropriate and useful. Secondly, malaria pigment is significantly associated with severe malaria. Thirdly, parasitaemia levels are neither associated nor correlated with malaria severity and therefore parasitaemia alone is not a reliable measure of malaria severity. We recommend the use of malaria pigment as marker for malaria disease severity. We recommend that parasitaemia should not be used alone as an indicator of malaria severity. We further recommend that, the presence of pigment in leukocytes to be adopted for diagnosis of malaria especially in cases of negative blood films, and recommend using malaria pigment as indicator for malaria prognosis. While a large social-choice-theoretic literature discusses the aggregation of individual judgments into collective ones, there is much less formal work on the transformation of judgments in group communication. I develop a model of judgment transformation and prove a baseline impossibility theorem: Any judgment transformation function satisfying some initially plausible conditions is the identity function, under which no opinion change occurs. I identify escape routes from this impossibility and argue that the kind of group communication envisaged by deliberative democats must be (...) "holistic": It must focus on webs of connected propositions, not on one proposition at a time, which echoes the Duhem-Quine "holism thesis" on scientific theory testing. My approach provides a map of the logical space in which different possible group communication processes are located. (shrink)
